Question about helping

We all know (hopefully, if not good that I write it) that a rider that is in tempo doesn't help his leader.
Now my question is: How about "waiting for leader?" does the rider help if he's on that setting? Since usually I forget to change it back to just "no" after I let a guy wait... would be nice to know if he helps or if "waiting for leader" counts as a tempo setting, so he doesn't help.

He helps. If not, it is a bug. But he will help...
