What is the limit when i bid a rider? 85% of his value or 95%?

But if i make a bid between 95% - 85%, the system says that the rider will never give me an answer, so i suppose he will never accept my offer.

Is the rule not updated or am i supposing wrong?

Youth riders need a 95% minimum offer

Normal riders need (or better, i bought Fumagalli with it) a 90% offer.
