Looks like a newbie who doesn't know that you have to log out and log in after the race has started. So he doens't find the way to the race and finds himself only at the spectators mode. Unfortunately you are still able to give commands like attacking in that mode.

So he does the race by the spectator mode ?

Yes, and with very poor options. No helping settings and so on. Only some minor things through the on-screen-command. I just dropped him a note in the spectators chat. But I am not sure he will read it. Maybe he reads the main chat. Try writing it there, too.
