Speaking for me here, not on behalf of FPC.
Lately there have been a lot of behavioral cases for the FPC to handle. Some are clear violations, some are grey areas, but some are also clear non-violations. I feel like there has been some interest from both inside and outside of the FPC to put a system in place to prevent "useless" cases. If this is something we as a community want to commit to, here's my suggestion to start it of:
1) Every player gets 2 'free' case tickets per year. Meaning you have the right to at least ask for 2 cases per year. If your case is succesfull (aka you 'win' the case), you get your ticket back. So, for example, Player A opens a thread asking for a case to investigate the behavior of player B. If player B gets convicted, player A gets his ticket back. If player B is deemed innocent, player A loses his ticket, meaning he can only open one more free case.
After a player has lost both free tickets, the third thread opened comes at a cost. This could be 50k or however high we want to set it. Once again, if the case is won, you win the money back. If not, you lose the 50k. After a year, tickets are reset.
2) If a player gets his x th fine, a standard additional fine gets added as well. For example, if we set this to 2 standard fines, there could be a certain fixed amount added to the third and any later fines. This rule could also apply to non-behavioral cases.
Very raw concept still. Any feedback is welcome.

Since the FPK has 6? members (for no reason), no one should be needed to open a case. The FPK members should be looking for the possible cases throgh out the day and oppening them.

I think this is a very bad idea Falcor. While the FP system is misused at time a low limit like 2/year would prevent me from opening cases if I am not personally involved. Maybe you need an internal system to throw out cases easily if you do not think they are important enough to deal with them at the moment. You are not saying border-line behavior is okay but just that you do not want to consider and penalize it now. That would make it possible to go back to them if further accusation are made.
