Youth rider auctions

2 bugs as far as I can tell:
- The limits don't work properly. 4/6/7 for 21/22/23, it counts the 20 as part of that group, instead of as part of the 20-21-22 group. This one is known, maybe already corrected? If not, should be
- The max 20 riders rule seems to have disappeared. On purpose? Or bug? Probably a bug: Anyway, Equipe Legende has 21 riders now. Bought 2 21 year olds in auctions so that's where the hole is I think. If it's a bug and not on purpose, correct it as soon as possible. If it's a new rule, ok too actually.
