energy regeneration despite tempo? (downhill)

It is correct that a rider who is in tempo, regenerates his energy?
Okay, it was a big group, green tempo and it was steep downhill. However, my rider had no helper and had to ride all the time, but he regenerated a lot of energy. However, tempo is tempo and a rider shouldn't regenerate when he is in (at least without a helper), or not?

Why not? If he wouldn´t make tempo, he would regenerate more energy. So i don´t see any problem.

Yes, thats logical, that he gains more energy without tempo. However, it makes no sense that a rider in tempo regnerates energy. ;) Tempo is tempo and i don't think that a rider who is torturing his pedals, regenerates. But okay, if you say that this is a feature, i accept.
