Bug or feature: Sign in with less than 8 riders in team

If I remember correctly, there once was a limit of riders a team needs to have in order to be able to inscribe to a race. I guess it was something like 8 riders but I am not really sure about it. Anyhow, it looks like there is no such limitation at the moment in the game as I was able to inscribe for the TTT yesterday with only 6 riders >=21 (+1 at 20).
I didn't find any info about it in the (current) manual. The old one just says:
