Down to 85%. After that down to 50%.
From the "Anleitung"
Riders that were sold by a team and appear on the Division 1-5 market are also sold in auctions. For these riders the minimum bid is 85%. When the rider's price has reached this limit, the rider stays on the market. The price then continues to decrease with different speed, depending on their age, down until 50%. Riders under 85% can be bought by "buy-now".
The difference in speed I don't know. Hansa might. If not you might figure it out from old code.

I say yes, makes a difference.
For different reasons:
-speed of price decrease not the same (at least that's what I assume)
-named riders bought for 85% (or more) in auctions don't count as cheapened riders.
Riders bought for under 85% are cheapened riders. By having them separated it's clear to everybody what kind of rider they buy. No need to calculate if that guy now is at 84 or 86%. Separted it's easier for the user, can be important, after all there a limit, max 3 per team.
You didn't mention it but:
Then in the old system (which indeed exists, is the code that might not be useful) cheapened riders max value from which the sales price is calculated, is the price they were bought at. So not by percentage. As it sort of is now, but completely weird.
Example:
You have a tax of 50%, you buy a rider worth 2mio for 1 mio.
a) Rider trained well, now worth 3 millions:
Old system:
Price is calculated from 1 mio. so you get 500'000
"System" in place now, something that just somehow came into existence:
Price is calculated from 3 mio, you paid 50%, so you get 50% of 3, 1,5 millions, sales tax, you get 750'000
b) rider now is old and fragile, tired and useless, worth only 800'000
Old system:
Price is calculated from 800'000. So you get 400'000
"New" System:
Calculated from 50%, so 400'000, you get 200'00
Anyway, that's how it was, things can be changed, but if they are users should be informed about it. Should be informed if the old system, situation is working again as well actually.
