The reason to make this rider stateless was, that "Kim Cuong" means "Diamond" and it's not a valid name, besides the fact that Cuong is not a family name, at least as far as I could research. Cuong is used as a first name, you're right but too as a name (or a kind of nickname)
Btw, a guy who is named Pierre Vincent could have the same kind of case , Pierre and Vincent are often used as a first name but sometimes this is the family name ^^

Used as a Family name Génépi is not popular for sure compare to Dupond or Dupont but still this familly name eXist !
