Cuba's official language is Spanish, I guess everyone agrees with that?
Most of the Cubans have Spanish names. (just have a look at the current Cuban riders...)

Can the Nations committee directly change the nation? His name is Toomas Märtin and comes to 01.03. the team.

we see the names of the youth-riders at the 1st of the new month...change of nationality is possible at midnight, when the riders join the team
a short reminder via PN to me at the date and i'll change the nationality
