The "brother" problem or how to prevent multies

We have another case of brothers or not brothers ... why not just change the rules a bit to at least make it a bit harder ... I think we had this suggestion before anyway:
When two teams want to play with the same ip:
1. When two accounts first login with the same IP a script should directly recognize it and start the following procedure - maybe this script (technically not too problematic could also look after other coincidences like same password for a new team then for another existing team, coincidences in the team name - but this should not start the procedure just a message to the admins)
2. They have to directly contact the administration - if no contact within 7 days after logging in with the same ip the older account will be banned all others deleted (could be enough to have a script that first says "they tried to contact the admins")
3. Now the time until ban will be exceeded to 28 days after the first login with the same ip
4. Within this 28 days both different players have to send a (prewritten) formal apology handsigned by both players where they declare they are no multies
5. The procedure stops for the moment and the teams get another 28 days to play the game then the last phase of the multi verification starts:
Now there are 3 possibilities to keep on playing:
6.1 Within this 28 days both different players have to send
Copy of identification card, passport, driving license or Social Insurance Card to the admins. To make it not too hard for minor players also some kind of student ID-Card, Public Transport Seasonary card or so on could be accepted - It should be allowed to black some information like maybe second name, city etc.
When the copy is sent off the procedure stops for the moment - Admins check it and finally give the "trusted" for those teams, when it is not sent within 28 days the newer team(s) will be blocked, the older team will only be able to race cat 1 one day races for the moment. A FPK case will be opened automatically.
6.2 Within this 28 days both different players have to send a deposit of 30€ to a newly established deposit bank account. Those teams have 2 possibilities then.
a) They decide that those 30€ deposit are just a deposit: They get the "payed" status then. This means they will be able to race all one day races except cat 6 and all tours up to cat 3
b) They decide that 10€ of this deposit will be booked off for a yearly license. They will be able to race all races.
If no deposit arrives within 28 days the newer team(s) will be blocked, the older team will only be able to race cat 1 one day races for the moment. A FPK case will be opened automatically.
6.3 Within this 28 days both different players have to send
A "proving" picture something like those "no-fake" pictures some sites use
When the picture is sent off the procedure stops for the moment - Admins check it and finally give the "proved" for those teams - Those teams will be allowed to play all one day races up to cat 3 and cat 1 tours (maybe cat 2 also), when it is not sent within 28 days the newer team(s) will be blocked, the older team will only be able to race cat 1 one day races for the moment. A FPK case will be opened automatically.
This could give a pretty high hurdle for those "i make a multi now because i want to play" shit ... even more if we would introduce this system for ALL teams what I would even like more ... only problem here ... what about our younger players, where maybe parents could prohibit them from even sending a picture or a identification letter and for which 30€ of deposit are pretty much money... Just to make you think about this for now!
And yes surely some hardcore multies could still play with proxies but I would just say - either for every player or the FPK can start the procedure for every multi suspect team also ...
