Youth jersey and month change

Vuelta reminding me again. I think it would be a good idea to change how the youth jersey works in tours over a month change. I think everyone who is eligible to wear the youth jersey during the tour should also be able to win it in the end.
So we could either adjust it to have everyone starting the tour at 24 or younger still counting for the youth classification even if they are 25 after the month change or do it the other way round where only those 23 or younger at the start count towards the youth classification.
