Reduced purchase conditions

Hello,
I would sell Walter White but I see him in reduce purchase. I bought him in the general market at 21 years old, not below 95%, and as I bought him the 1/11/2023 I guess he were before in the young market. I don't understand why he should be sold with his reduce price, is it the case for all rider buy in general market and not in young market ?
