Include users in game administration

The idea here is easy. Almost any browsergame with ascending numbers of players take more and more frequent users from the game for game administration. Since Buhmann and lesossies don't have much time, it's finally at the time now to give the users more rights for administration to ensure the game stays playable.

This would include things like removing multi accounts from races or allowing the fairplay committee to quickly raise fines for abusive language or riding against the fairplay rules, but would NOT include things like calender organisation and technic programming of course. Just to ensure things can be done quickly enough, you should start thinking of doing that guys. It would take probably most time pressure for you by this game and I think there are enough users able to do that correctly.

As the chance that this whole "concept" gets done soon are very small i would make the proposal that we realise this things first (not all together) its like the whole power thread.
