Not a bug, but it's possible to keep 5-6 riders near 1000 with 3 helpers, if the race is slow and easy. You just need to change all the time...

In the Giro (real cycling) you can see riders suffering days after they put in a strong effort, e.g. Garzelli won the mountain time trial after loosing much time 2 days earlier despite the rest day in between. I suggest the following system in RSF:

(1) The maximum energy for the next stage is reduced by 1/10 of the energy used in the stage. The next day the penalty is reduced by the percentage of the regeneration value. For example a rider uses 400 energy on 3 stages in a row (regeneration = 50)
begin of 1. stage: 1000 energy
begin of 2. stage: 960 energy (maximum reduced by 40)
begin of 3. stage: 940 energy (maximum reduced by 60, 40 from the 2. stage, 20 from the first stage)
begin of 4. stage: 930 energy

(2) The maximum energy is permanently (until the end of the tour) reduced by 1/(2*reg) (about 1/100) of the energy used in the stage. This should represent the suffering at the end of long tours.

Conclusion: The riders no longer start with 1000 energy every stage of a tour. Regeneration becomes more important especially for captains (don't think this is a bad idea as you have to pay for it).
