Why not simple change the physics for pave a little bit in favour of climbers, and downhill riders. I do not think that dirt road is so different from pave, but our pave system is not very good for longer climbs (indeed pave riders ride in the dirt next to the pave in some sections).
Instead of taking the current pave value (1/3 internal pave value + 2/3 flat value) take 1/3 internal pave value + 2/3 value relevant for the gradient
or better 1/3 internal pave value + 1/3 flat value + 1/3 value relevant for the gradient to keep an advantage for the riders with high flat values.
