Dificult to say. He´s not to expensiv because of less reg (not cheap, he would be cheap without the tt). At the market you will easily find 92er sprinter which are a little bit older. But it wont be easy to find a much better sprinter for a fair price.

I think I would try it some more weeks to get him a 92-93.

But I understand your question. He trained realy not good enough.

At all, a good team for your sprinter and the tt is a logical idea for this team.
