Some other fellow Quorans have already explained the meaning of “pendejo” here and there…starting from “pubic hair” as stated in the Real Academia de la Lengua dictionary, up to (or, is that down to?…) the different significances per country.
Here in Mexico, yes, it means fool, idiot, stupid in the generic sense of the word, that is true. But, what I wanted to explain here is that in Mexican Spanish is it not only WHAT you say… but: HOW you say it and ..WHEN you say it.
So, “pendejo” could be a very offensive insult to some other person, lets think you say that to your father or a senior person and probably you’ll get your mouth beaten…. But, on the other side of the spectrum…it can also be said to yourself…for example…when you do (or don’t do something) considered a mis-step…like forgetting something or doing something wrong (think in the wrong order) or when you do an innocent mistake….you can simple say to yourself:
“Ah, que pendejo soy !” … that is very common here.
It can also be used to refer to someone in a sort of despective way, as to minimize that person.. make him/her less…. like “Ah, mira ahi está ese pendejete…” … notice the minor change on the word, subject of this educational text !
Of course, the general generic insult implying stupidness of someone is always there, when that other individual makes or does something stupid.
Then, used as a word to indicate something, a situation, or even an object is badly done, annoying, badly designed, of bad quality… you’d say: “eso es una pendejada”… or “dame esa pendejada”… or plain and simple “¡Que pendejada!”
Well, just my 2 cents of “Mexican communicative culture”.

Rather, it is mainly used as a stronger form of ‘idiot’. You’re sure to hear this one shouted from car windows during rush hour. An equally great swearword is culero, which rather more literally means ‘arsehole’.
