Honestly, the FPK doesn't mind at all about names, if they are not somehow offensive or inappropriate for the game.
Who cares about it, is the nation committee.
Some guys are present in both, some others not.
Changing a rider name is not a fairplay problem, so actually you are completely off-topic

For you again. This case have nothing to do with friend or no friend. He ask me to change the name, but only Leso and Buh can change names...so i wrote this case to Leso and he did it.

Look at the stateless guys from Kult, all stateless made by Huns

And you can also ask Leso for change a name.
