It's time again to think about a solution against the guys being involved in tours and being off more than 60% of the tour or whith a sitter at half stages or even more.
I don't want to quote anyone, but there some guys taking big advantage of that, an being unfair to others teams.

It's mostly annyoing. But usually, these teams are not very succesful. There are maybe some exemptions, but the successful stage race teams are the ones that have a high online quota, in general.
I my opinion, the current offline rules are enough. Other than that, I think that stricter offline rules might hurt teams that usually don't fall into the category of "offline teams" as well.
Just being offline is not unfair per se. So what do you consider as unfair in this context? (Frequently) Being offline for a long time during a stage, letting others work and then showing up, winning the stage? Being offline and having offline settings, such as tempo, attack, etc.? Being offline and still having a top10 GC placement in the end?
I don't think you can do something against the Sitter thing. I just don't get how the game is fun, when you can't play most stages (>50%) yourself.
My conclusion: There are not many teams that frequently are "unfair" offline teams. The ones that are, are usually known. And there are enough options in a race to punish that. It might still be annyoing to a certain extent, though.

I would like to have the offline rule corrected on the giro it was 60% of days and not 60% of stages therefor teams got kicked out very late.
