He's not banned yet, because the FPC hasn't made that decision yet. His multi accounts were banned, now there was a fine for the previous team attacks. With the current case there might be another, possibly higher fine.
He's still a new and inexperienced player, so the chance is that this will change. If not, the FPC can take care of it. Just keep in mind that this behaviour was quite common in the past, when we had many new players, we just forgot it meanwhile. Once there are more players, there are other options to limit such behaviour in races, like races only for higher divisions.
