Criticism:
World Port Classic really on the weekend, 23-24. Keep it there. YES, then 2 tours parallel to the Giro, but that's better than making a perfect line for those who don't ride the Giro, adapting the calendar to make the "side program" more attractive. More wins, more money, yeah. Better not to do that.
Then... the morning gets EVERYTHING, the afternoon nothing in parallel except Bayern? Sure you aren't overdoing it? It's nothing new that when in doubt you cut the afternoon. It's nothing new either that the numbers for the monring and the afternoon are very similar, consistently. Last year it was 4 parallel for the morning, 3 parallel for the afternoon. The numbers? 11-8 at the Giro, big win for the morning. Agreed. Rest? 8-5-6-10 for for the morning, 7-10-8 for the afternoon. In the parallel programm with one race more the morning had exactly 4 teams more. With the Giro 7, so 40 teams vs 33 teams. Logical conclusion is: This year let's give the morning
6 races, the afternoon 2!
One year ago not representative? The morning has not had huge groups in March either.(Data for April with no PV obviously not very helpful). 47 teams in 6 stage races. Afternoon 41 in 5. Logical conclusion? The problem is the afternoon, cut everything. Why even offer the Giro? Just make 14-16 time for daily maintenance
All numbers might be wrong of course: a) Donkeys can't always calculate. b)the number shown online is not always correct, very often wrong even. But I'd be very surprised if in the general the difference between morning and afternoon is so big that a 6-2 decision is defendable. Make it 3 morning, 2 afternoon (meaning 9-11 and 14-16) Not that it's really justified to have more in the morning, but since you like doing that... ok ok. But by offering everything there you just dilute the groups too much.
Evening, maybe a Giro at 21 would be better? My impression is that 21-22 are the most popular times. So here 21 instead of 20 would make sense?
Then IMO the parallel stuff is a good chance to offer "unusual times" again. 8, 12, 13, 24. Each of those should get one edition of something, somewhere.
Missing tours: Yorkshire from the 1st to the 3rd. ASO, will probably have good participation, hurts Frankfurt yes, but probably deserves it's 3 editions too. Kick Asturias on the other hand, wrong date, and losing importance every year.
And parallel to the Giro one more, Fjords... looks like 5 WT teams will start, not huge, but.. maybe only 2 editions?
So I see 7 parallel tours:
Dunkerque alone 3 ok.
California+Bayern: 3+3
Norway with World Port: 3+3, since World Port is weekend, special case, normally 2 would be enough.
Belgique+Fjörds: 3+2
That's 20 times.
8-9-10-11-12-13-14-16-17-18-19-19-20-20-21-21-22-22-23-24. Something like that, now spread it out logically among those 7 tours. (actually the evening maybe is too thin compared to the rest still

Dunk: 11-18-22 To get it over with with the extra edition for the morning.
California: 9-19-22 since you like the morning, let's get them the looong parallel. Rest late early evening and 22 again, pretty strong times and no Giro. Bayern: 14-20-24 for the lovers of the late night. So you get all 4 main times one (morning, early evening, evening, late evening) the complete outsider time afternoon gets one too (thanks) and the late evening. Nice Donkey, he's talented.
Norway 8-17-21 The early birds! World Port 12-16-20 Weekend, afternoon much more "open" than usual. Maybe no later evening not too good actually, ok not perfect this donkey

Fjörds: 13-21
4 blocks, morning has 3. Afternoon 2 early evening 4. Classic evening 3 (20+21) Topevening 4 ( 21+22, important to offer them all IMO), late evening 3 (22-23, should be 4 too maybe) modern late evening (23-24) 2.
