leso: A maximal financial inscription limit for the diffrerent races in dependance of category race, tour or other. the "if your budget is below minus 100k then you can´t inscript for races anymore"-rule is not working at the moment - is that possible?

1: Offline rule in NCs. 2: Inscription in NCs. OR a change to include races raced in the calculation who the top 200 are. 3: Teach Ariostea that it's peloton. at least these 3 points should be realizable somehow... inscription will give better races (better peletons) for the bigger nations at least...

i also think with the sprint system we have at the moment we don´t need any kind of "luck" that makes the sprint more uncertain.
